The Commission on Higher Education (CHED) designated Dr. Mariden V. Cauilan, vice president for academic affairs, as the Officer In-Charge (OIC) of the Office of the University President of Cagayan State University.
In a special order issued on Feb. 22, 2016, CHED Chair Patricia Licuanan ordered the designation of Dr. Cauilan “in accordance to Board Resolution No. 01, series of 2016 effective February 23, 2016 until March 24, 2016.”
“As such, Dr. Cauilan is hereby directed to discharge all the day-to-day routinary duties and responsibilities of the Office of the University President, and shall be entitled to emoluments, allowances, and other benefits allowed by law and which are applicable to the said position, except the basic salary thereof,” Licuanan said.
The chair said: “Dr. Cauilan is hereby required to render reports to the Board of Regents on actions taken in the performance of her duties as OIC, and shall endeavor at all times to maintain the stability and regularity of the academic and administrative operation of the University.”
The official also said that Dr. Cauilan, a Career Executive Service holder, is “enjoined to observe the provisions of law in the performance of such duties and responsibilities, and in case these exceed routinary activities, the same should be endorsed to the Board of Regents for approval.”
This developed after Dr. Romeo R. Quilang, the outgoing president, was issued a one-month and one day suspension order by the Ombudsman on an administrative case filed against him. Dr. Quilang’s term as university president ceases on March 15, 2016. He took oath as CSU’s fourth university president on March 16, 2012.
