The Performance-Based Bonus (PBB) is one of the components of the Aquino Administration performance-based incentive system (PBIS), which recognizes and rewards exemplary performance in government. For an agency to be eligible for the grant, it must satisfy first the following conditions. First, the agency has to achieve 100% of all its agency performance targets under their respective Major Final Outputs (MFO’s) under the Performance Informed Budget (PIB) of the FY 2016 GAA, and the targets for Support to Operations and General Administration and Support Services (GASS). Second, satisfy 100% Good Governance Conditions set by the AO25 Inter Agency Task Force (IATF) for FY 2016. And lastly, use the CSC-approved strategic Performance Management System (SPMS) in rating the performance of First and Second level officials and employees of departments/agencies.
Once the agency has already been declared compliant, it has to implement a certain scheme on rating and ranking its delivery units. In the case of CSU, its delivery units are its eight (8) campuses. In the assessment, CSU Piat ranked first, followed by CSU Carig, CSU Andrews, CSU Sanchez Mira, CSU Aparri, CSU Lal-Lo, and CSU Lasam. Cagayan State University (CSU) was already granted their PBB in the past three (3) years. The first was in 2013. As of this moment, employees of CSU are still waiting for the result of 2016 evaluation along its four major final outputs: Higher Education Services, Advance Education Services, Research Services and Extension Training Services. For the Good Governance Conditions, CSU has already been declared compliant on all conditions according to Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems (AO25) as of January 30, 2017.
