College of Medicine

Historical Highlights of the College of Medicine

1983: A project feasibility study for the establishment of a College of Medicine is prepared by Cagayan State University (CSU) and subsequently approved by the CSU Board of Regents.
1986: Minister of National Defense Juan Ponce Enrile, Assemblyman Antonio Carag, Assemlyman Alfonso Reyno and Gov. Justiniano Cortes endorse the immediate implementation of the project to establish a College of Medicine at CSU to His Excellency President Ferdinand Marcos. Shortly thereafter, Pres. Marcos approves the establishment of the CSU College of Medicine in consortium with the Cagayan Valley Regional Hospital as its base hospital.
1986: The implementation of the project was aborted by the EDSA Revolution. President Corazon Aquino issues a moratorium on the opening of medical schools.
1990: Congressman Domingo Tuzon submits House Bill No. 28374 entitled "AN ACT ESTABLISHING A COLLEGE OF MEDICINE at the Cagayan State University, Tuguregarao, Cagayan."
1991: Hon Isidro Carino, Secrtetary of the Dept of Education, Culture and Sports (DECS) recommends approval of the bill subject to compliance with the provisions of DECS Order No. 119, s1990.
1992: Rev. Fr. Ranhilio Aquino, Superindendent of the Catholic Schools strongly endorse to Sec. Carino the application for the opening of the CSU College of Medicine.
1992: Hon. Franklin Drilon, Executive Secretary, under the authority of the President of the Republic of the Philippines approves the establishment of the CSU College of Medicine subject to compliance weit the provisions of DE CS Order No. 119, s1990.
1992: Dr. Armando Cortes, CSU president submits to DECS details of compliance of CSU to the provisions of DECS Order No. 119, s1990.
1992: The permit to operate duly signed by Hon. Armand fabella, DECS Secretary is granted
1993: The College of Medicine and Surgery formally opens with Dr. Gilberto Gamez, a Cagayano, former Dean of the UST College of Medicine and renowned neurologist as its first Dean, with eight (8) faculty m embers and twenty one (21) first year students.
1995: The Commission on Higher education (CHED), created under RA 7722. in 1994 grants authority to Cagayan State University to operate a College of Medicine with Government Permit No. 006 pursuant to the provisions of RA 2706 as amended and Education Act of 1982.
1995: A team composed of representatives from the Association of Philippine Medical Colleges Foundation (APMCF), Department of Health and the CHED audit the College of Medicine. Their conclusion: "The College of Medicine and Surgery of CSU has the potential of a quality medical school."
1997: The first batch of medical graduates (eight students) are conferred the degree of Doctor of Medicine.
1998: The CSU College of Medicine and Surgery posts 100% passing rate in the Physician Licensure Examinations.
2002: The College of Medicine successfully hosted the 35th Annual Convention of the APMCF.
2004: Dr. Roger P. Perez, President of CSU, vertically articulates the undergraduate and graduate school. Masters in Public Health is offered under the College of Medicine.

Employment Opportunities for Medical Technology Graduates

  1. The greatest number of Medical Technologist or Clinical Laboratory Scientists are presently employed in government and private hospitals, in clinical laboratories and in blood banks as Medical Technology Generalist and Specialist.
  2. Medical Technologists can also put-up their own clinical laboratories.
  3. Medical Technologists are employed in the Academe and become Eucators.
  4. Medical Technologists also enter in the field of research:
    1. Industrial research may be directed toward the search for new products and the necessary testing (bacteriological, animals, etc) prior to distribution of the product.
    2. Medical center research may involve development or evaluation of new laboratory methods, a new clinical treatment method and varying types of investigation.
  5. Medical Technologist are HIGHLY qualified to become market & sales representatives of big, known & wealthy vaccine & drug companies like Procter & Gamble, Phils., Zuellig Corporation, Abbott company, etc.
  6. Medical Technology degree is the BEST preparatory course for Medicine Proper, having undergone one year OJT exposure at general hospitals during internship.
  7. Medical technologists are silently in demand for employment abroad such as in USA, Canada, UK, New Zealand, Australia, Middle East countries, etc. Medical Technologist have higher salaries as compared to the other allied health professions and are categorized in the levels of Medical Doctors abroad.

Background

For five delicate years, the Medical Technology Program has moved on. It has braced itself with the inevitable motion of coming out from the array of self-reliance. Its humble goal of proving oneself had entailed this winning horizon, from a feeble program to an able College of Medical Technology.

In the onslaught, school year 1999-2000, Program Coordinator, Aurora B. Arao, RMT and Dr. Florejos L. Gorospe, the then Dean of the College of Medicine & Surgery opend the doors of Bachelor of Science in Medical Technology Program, as approved by the Board of regents. Here, The BSMT program was under the umbrella of CMS.

Came its second year that the program seemed tested, Prof. Arao did not continue her term. It was then, Prof. Rowena N. Addun, RMT (now the dean of the college) who took over and made the break. With conviction, she assumed the office, SY 2001-2002. It was on these years that determination has to be the main element to balance pressures and counteract negative feedbacks.

Another year came, but crucial moments seemed to turn its engine off. First batch of graduates were on the list. Surely, it called for a celebration not only because for these "chosen few" graduates but because it meant more and more "chosen few" graduates. The first batch then singled out the vision of the program and fulfilled its dream. The result of the Licensure Examination was released. The first board examination was commendable. A 100% passing rate with a national passing rate of 40% was indeed, a total breaking of the eye, considering a newborn department. It really was, a job-well done.

The goal of ensuring competent Medical Technologists that significantly will contribute in health care program in the country is made possible by the College. The first batch immediately practiced their profession, right after having their licenses, to wit: Arnie B. Natividad, RMT, had her training at UP-PGH and now a Lecturer of the college; Nellie Remigio, RMT, Amy Palattao, RMT and Raul Cagurangan, RMT are at present connected at St. Paul Hospital, Tuguegarao City; Beatriz Macababbad, RMT at Divine Mercy Clinic; Marilyn Calimlim, RMT is based at DOH Piat while Jennilyn B. Daquioag, RMT is also a Lecture of the College.

The fast growing transformation paved the way in the formulation of a proposal for its separation from CMS. Under the government of President Roger P. Perez, The College of Medical Technology existed. The college was given its own building, recommended for permanent faculty to meet the standards of the course and basically, gave his full support to the medtech family.

This is its legacy, from a meek to spirited "Primum Non Nocere" College, it evolved, through the efforts of the present administration.

College of Arts and Sciences

By virtue of a board resolution in 1982, the College of Arts and Sciences was conceived. The board approved the offering of Bachelor of Arts degree major in Economics, Biology, Chemistry and Mathematics. However, before the end of School Year 1985-1986, the Bachelor of Arts curricular offering were revised to the effect that courses in the sciences became Bachelor of Science in Biology, Bachelor of Science in Chemistry, Bachelor of Science in Mathematics, Bachelor of Science Major in Economics.

From this simple begining, the College has grown significantly not only in terms of faculty and student number but also in terms of curricular offerings - Bachelor of Arts in Public Administration (1987), Bachelor of Science in Physics (1988), Bachelor of Science in Psychology (1990), Bachelor of Arts in Mass Communication (1991), Bachelor of Arts in Cooperative (1992), Bachelore of Arts in Legal Management (1995), Bachelore of Arts in Philosophy and Languages (1997), Bachelore of Science in Information Technology (1998), Bachelore of Science in Environmental Science (1999) and Bachelore of Arts in Political Science (1999), Bachelore of Science in Enterpreneurship (2002). College of Technology

Rationale

The creation of the Bureau of Technical and Vocational Education coupled with the importance given to it under the approved Education Act of 1982 is something to reckon with. Statistics available in the labor market for the present decade points to the need for the availability of skilled middle level manpower that will meet the demands of the developing economy of our country. In answer to such needs, the CSU was established under PD 1436 to provide better service in professional and technical training in the arts, sciences, humanities and technology in the conduct support, the College of Technology, as envisioned provides higher vocational, professional and technological instruction and training in trade technical and technician education; promote research and advanced studies; and provide leadership in the fields of trade and technological education.

In order to take a lead in pursuing the program thrusts of the University with determination, hardwork, full commitment and zeal it is but necessary to seek and employ proper coordination and cooperation with the different offices concerned to ensure the quality of professional and middle-level manpower needed by the government and private sector, as well as for overseas employment. The importance of formulating a Supervisory work Program in the College and the successful implementation of it, cannot be overemphasized.

Situational Analysis

Long before the Technician Education Curriculum was offered in 1975, the Cagayan Valley College of Arts and Trades (CVCAT) now the Cagayan State University - College of Technology has already been turning out graduates of the 3-year Industrial Technician Education program. In its bid to promote institutional excellence and opportunities for upgrading the competencies of all those engaged in the pursuit of technical-vocational education, its faculty members were trained under the Technician Teacher Training Program (TTP) and its Technology instructors underwent in-plant trainings in various leading industries in Metro Manila. Likewise, the students were also required to undergo on-the-job training during their summer term and were constant participants and winners in the National Skills Olympics which brought CSU (CVCAT) to the front line; asign that progress in the institute has been gaining momentum. Finally, the CSU-College of Technology-Vocational Education in the country, was chosen as one of the twenty-three (23) beneficiary institutes of the ADB assisted TECH-VOC Education Project. Today, the University, most particularly the college serves as the training ground for Technicians and skilled workers for the seven (7) provinces in the region namely: Batanes, Cagayan, Isabela, Nueva Vizcaya, Quirino, Kalinga-Apayao, and Ifugao.

  1. Current Situation

    The College of Technology is headed by a Dean and with him are his staff officials namely BSIT Department Chairman and DOT Department Chairman; Chief of Research and Development, and Internal designations are assigned to some faculty members.

    There are three satellite units where the college is serving; the Aparri, Lasam and Tuguegarao Campuses. Each is supervised by the Department Chairman.

    The teaching force of the college at Tuguegarao campus is composed of 39 full-time proessors and 1 lecturer.

  2. College Goals

    Accelerate the Development of Middle-level and managerial manpower required by the Country's Economic recovery and Industrial Program as well as enhance Global Competencies and employability.

  3. Objectives

    GENERAL:

    The program aims to prepare individuals for entrance to and advancement in the middle level technical and technicial positions in industry that will provide liason linkages and coordination between the tradesmen in the workshops and the engineers or technologist.

    SPECIFIC:

    1. To inculcate desirable values and work ethics as a council factor in national development.
    2. To develop tradesmen and broad technician skills in a particular field of technology.
    3. To provide technical/technological knowledge and information which will enable the individual to analyze job problems, to determine appropriate solutions and to perform problem solving tasks.
    4. To provide general education that will enable the individual to behave and interact effectively and efficiently within his social occupational milieu.
    5. To develop entrepreneurial competencies that will lead to self-employment.

College of Engineering

The College of Engineering of the Cagayan State University was conceived in 1981 pursuant to the national development goal of providing the manpower requirements of the country, particularly Region 02, in rural development through science and technology. It provides avenues to quality engineering education to all students who have the propensity to mathematics and science regardless of race, sex, socio-economic status, religion, political affiliation or ideology.

In 1981, under the pioneer Dean, Engr. Jose Borja, Bachelor of Science in Civil Engineering was the lone course offering. In 1988, six years later, under Dean Dominador T. Agatep, Bachelor of Science in Electrical Engineering and Bachelor off Science in Agricultural Engineering were offered. The offering of the latter in Tuguegarao Campus closed the same program in Lallo Campus and Piat Campus. In 1990, two years later, Bachelor of Science in Electronics and Communications Engineering and Bachelor of Science in Computer Engineering. Followed suit, then in 1997, under Dean Diosdado Dimalanta, Bachelor of Science in Chemical Engineering. The gradual expansion of course offerings has made the university more responsive to regional development.

Since 1986, the college has been graduating students with very impressive performance in the licensure board examination, putting the university at par with reputable engineering schools.

Other than instruction as its major thrust, the college engages in research and extension activities in aid of community development.
