Baguio City, September 4-6, 2024 — Cagayan State University convened a strategic planning conference titled “Crafting the Strategic Plan 2025-2028: Conversations on the Future of Cagayan State University” in Baguio City, bringing together key university officials and planning officers to discuss the university’s direction for the next four years.
The event featured a lineup of distinguished plenary speakers who addressed critical themes relevant to the future of higher education. Professor Ichiro Sugimoto, Dean of International Liberal Arts at Soka University in Tokyo, Japan, spoke on the topic of “Internationalization in Higher Education.” His insights and sharing of best practices emphasized the importance of global collaboration and cultural exchange in enhancing educational experiences.
Dr. Dionisio Ledres, Regional Director of the National Economic and Development Authority (NEDA) and a member of CSU’s Board of Regents, presented on the “Regional Research Agenda,” highlighting the need for research initiatives that align with regional development goals. His remarks underscored the university’s role in addressing local challenges through innovative research.
Dr. Florentina S. Dumlao, former President of Nueva Vizcaya State University and current university consultant discussed tge guidelines for strategic planning while Dr. Urdujah Alvarado, a member of the Career Executive Service Board and former CSU President, discussed “Directions for Research, Extension, and Production.” Her presentation focused on the integration of research and community outreach to foster sustainable development.
Fr. Ranhilio Callangan Aquino, Dean of the Graduate School of Law at San Beda University and university consultant, challenged participants to “Rethink the Goals of University Education.” His discussion encouraged a reevaluation of educational objectives to better prepare students for the complexities of modern society.
Throughout the conference, CSU’s Vice Presidents and Campus Executive Officers presented their departmental and campus plans, which were met with constructive feedback from a panel of reactors. This panel included Director Ledres, Atty. Carmelo Villacete, a member of the CSU Board of Regents, and university consultants Dr. Alvarado, Dr. Dumlao, and Dr. Rex Navarro. Their collective insights aimed to refine the university’s strategic approach moving forward.
The culmination of the event was the development of an Operational Performance Commitment Review (OPCR) for the University President, which integrates all identified priorities for the years 2025 to 2028. The conference concluded with a covenant signing, where all participants committed to the strategic vision established during the discussions.
The successful event was organized by the Office of the University President, in collaboration with the Planning Office led by Planning Director Ian Roger Francisco.
