Dr. Arthur G. Ibañez is a distinguished academic leader, engineer, and visionary administrator who
currently serves as the OIC University President of Cagayan State University (CSU). With an
impressive career spanning decades in higher education, engineering, and research, Dr. Ibañez has
consistently demonstrated an unwavering commitment to academic excellence, institutional
development, and community service.
A scholar and expert in multiple disciplines, Dr. Ibañez holds a Doctor of Philosophy in Education
major in Educational Management from St. Paul University Philippines, along with advanced degrees in
Mathematics, Business Administration, and Civil Engineering (Structural). His extensive educational
background has equipped him with a multidisciplinary approach to leadership and innovation.
Dr. Ibañez’s professional journey is marked by significant contributions to CSU. Prior to his
appointment as OIC University President in February 2024, he served as the Campus Executive Officer
(CEO) of CSU Carig Campus, where he spearheaded transformative programs that enhanced academic
quality, research initiatives, and infrastructure development. His leadership played a crucial role
in elevating CSU's standing in national and international academic circles.
Beyond administration, Dr. Ibañez is a licensed civil engineer and a recognized specialist in
structural engineering, having earned prestigious certifications from the ASEAN Federation of
Engineering Organizations (AFEO) and the Association of Structural Engineers of the Philippines
(ASEP). His expertise in disaster resilience, infrastructure development, and engineering education
has made him an invaluable consultant in numerous government and private-sector projects.
A respected researcher, Dr. Ibañez has published extensively on sustainable infrastructure,
technology innovation, and engineering solutions for community resilience. He has been instrumental
in the establishment of CSU’s Electromobility Research & Development Center, which was recognized as
an Outstanding Niche R&D Center by the Department of Science and Technology (DOST) in 2022. His
contributions to technological innovation and entrepreneurship have also led to the successful
commercialization of CSU’s research outputs.
Dr. Ibañez’s exemplary leadership has been recognized through numerous accolades, including the
Presidential Lingkod Bayan Award (2020) from the Civil Service Commission, the Outstanding Campus
Executive Officer Award (2023), and commendations for his role in advancing research, engineering,
and institutional governance.
