By Office of the University President | July 2, 2025 |

The Cagayan State University (CSU) is set to receive one of the nation’s highest honors for innovation and technology development at the Malacañang Palace after being selected for the 2025 Presidential Recognition for Outstanding Development Partners in Accelerating Technology and Innovation.

In a letter addressed to Dr. Arthur G. Ibañez, CSU Officer-in-Charge President and EMRDC Program Leader, DTI-BSMED Director, and MSMED Council Secretariat Head Emma C. Asusano commended CSU for its commitment to innovation and its role in promoting sustainable development.

The award highlights CSU’s pioneering electromobility program at Carig Campus, which has significantly contributed to the development of electric transportation technologies and demonstrated the significant role of academic institutions in supporting innovation among local industries and MSMEs.

Ahead of the awarding, a team from the DTI Region 02 visited the CSU Office of the President today, July 07, to discuss the upcoming recognition, the impact of CSU’s electromobility research, technology adopters, future project directions, and potential collaborations through the Shared Service Facilities (SSF).

The visiting team was composed of DTI Provincial Director Mary Ann Corpuz Dy, Ms. Cynthia C. Taladtad, Division Chief, Mr. Charles Ervin P. Tagarino, STIDS, and Ms. Jessamae M. Babaran, TIDS.

Established in June 2021 through the Department of Science and Technology’s (DOST) Science for Change Program, the CSU-EMRDC is one of the pioneering R&D centers created under the NICER (Niche Centers in the Regions for R&D) Program. Funded by the DOST, the CSU – EMRDC is focused on the development and advancement of electric transportation systems in the country.

Known for its strong commitment to innovation, EMRDC’s goal is to drive progress in electric mobility by designing and developing sustainable transport solutions that contribute to the greening of the transport industry.

The center’s projects under its e-mobility banner include: C-Trike: Converted Electric Tricycle, E-Trike: Design, Development, and Fabrication of Different Parts, Assembly and its viability, Conversion of Conventional Bus to Electric Public Utility Bus (ePUB), eBuggy: Design, Development, and Fabrication of a Mini Four-Wheeled Electric Vehicle, eTranvia: Design and Development of an All-Electric 18-Seater Tourist Tram with Charging Station for Intramuros, Manila, and the Standardized Battery Packaging for Battery Swapping of Light Fleet Electric Vehicles.

All these milestones would not have been possible without the unwavering support of the Department of Science and Technology (DOST), led by Secretary Renato U. Solidum Jr., Undersecretary Sancho A. Mabborang, former Secretary Fortunato T. de la Peña, Regional Director Virginia G. Bilgera, and other dedicated champions of science and technology.

Truly, Cagayan State University is driving the future of e-mobility in the Philippines.
