UNIVERSITY OPENS 3-DAY MIDYEAR PERFORMANCE REVIEW

Campus Executive Officers from the different CSU campuses presented their January–June 2025 accomplishments under SUC Leveling and PBB/GAA during the second day of the Midyear Performance Review at Ion Hotel, Baguio City. Serving as panel of evaluators were OIC President Dr. Arthur G. Ibáñez, University Technical Consultants Dr. Urdujah G. Alvarado and Dr. Florentina S. Dumlao, and Federated Alumni Association of CSU, Inc. President Atty. Carmelo O. Villacete.

The Ceremonial Signing of the Office Performance Commitment and Review (OPCRs) by the CSU Vice Presidents and Campus Executive Officers, approved by OIC President Arthur G. Ibañez, took place during the closing program of the three-day Midyear Performance Review at Ion Hotel, Baguio City. The OPCR serves as an accountability tool that reinforces transparency and commitment to excellence, ensuring that the University’s strategic goals are translated into measurable outputs.

The Office of the University President (OUP) officially opened the Midyear Performance Review today, September 15, 2025, with a brief opening ceremony at the Ion Hotel in Baguio City.

Organized by the University Planning and Development Office, the event brings together all four vice presidents, and nine campus executive officers—including directors and planning officers—to present their accomplishments from January to June 2025, in line with the SUC Leveling and PBB/GAA.

A distinguished panel has been invited to evaluate each department's and campus achievements, underscoring rootcause analyses of unmet targets, and recommend corrective actions. The panel includes Department of Economy, Planning, and Development Regional Director Dionisio Ledres Jr.; CSU Alumni President Atty. Black Villacete; Career Executive Board Chair Dr. Urdujah G. Alvarado; and CSU Technical Consultant Dr. Florentina Dumlao.

The Vice President for Academic Affairs, Dr. Mariden V. Cauilan, Vice President for Administration and Finance, Dr. Theresa B. Dimalanta, Vice President for Internationalization, Partnership and Resource Mobilization, Dr. Ana Marie Cristina C. Cauilan, Vice President for Research, Development and Extension, Dr. Junel B. Guzman, delivered their presentations today, while the campus executive officers is set to present their reports on September 17.

On the third day, the officials will join the Officer In-Charge of the Office of the University President, Dr. Arthur G. Ibanez, for the ceremonial signing of the VPs and CEOs Office Performance Commitment and Review (OPCR) Form for the period July to December 2025.

This performance review aligns with the monitoring and evaluation framework outlined in the university's Strategic Plan 2025-2028, emphasizing continuous improvement and strategic alignment.

“Understanding our current standing over the past six months is crucial,” said University Planning Director Ian Roger M. Francisco.

"It helps us identify areas for improvement, stay aligned with our goals, and guide us in fostering continuous growth," he said.

In her message, Dr. Alvarado emphasized the importance of principles and concepts that can enhance organizational performance.

She reminded participants that prioritizing what truly matters is essential for sustaining the university's growth and success.

The midyear performance review, which runs until September 17, will likewise include the ceremonial signing of the OPCRs for the July–December 2025 period.
