October 3, 2025 – Despite Signal No. 2 warnings brought by Typhoon Paolo, regional directors, career executives, CES eligibles, and aspirants from across the region gathered today at Cagayan State University (CSU) Claude Andrews Convention Center for the Leadership Forum of the Cagayan Valley Association of Career Executives (CV-ACE).
With over 142 participants, the forum sought to strengthen leadership and promote inter-agency collaboration among regional executives, consistent with the government’s thrust to advance the Whole-of-Government approach.
In his welcome remarks, CSU OIC President Dr. Arthur G. Ibañez paid tribute to the university’s past leaders, recognizing their visionary contributions that built the foundation of CSU’s achievements today. He highlighted Dr. Urdujah G. Alvarado, CSU’s former president and now CESB Chair, describing her as a true CESO who exemplifies excellence and leadership.
Dr. Ibañez also expressed gratitude to CESB and CV-ACE for choosing CSU as host of the forum, noting that it serves as a reminder of the shared responsibility to lead with integrity, serve with compassion, and collaborate across agencies for the greater good.
He likewise congratulated the newly elected officers of CV-ACE, urging them to embody the highest ideals of leadership and inspire those they serve.
Civil Service Commissioner Atty. Luis Meinrado C. Pañgulayan, ably represented by CESB Chair Alvarado, commended the achievements of CV-ACE in the region.
She lauded the group’s role in selecting award-winning leaders for the Gawad CES, as well as its commitment to social missions in marginalized communities, especially in times of disaster.
Meanwhile, the newly elected CV-ACE officers, with DENR Regional Executive Director Gwendolyn C. Bambalan as President, formally took their oath during the event.
The leadership forum also featured updates and discussions on Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA) for Executives and other CSC matters, the CES Journey and Board Policy, and Cyber Hygiene and Data Privacy for Leaders, equipping participants with vital knowledge for effective public service.
