Cagayan State University (CSU) and the Philippine Carabao Center (PCC) formalized a long-term partnership through the signing of a Memorandum of Agreement (MOA) on January 30, 2026, at the CSU Hotel, Andrews Campus, ensuring the continued operation of a PCC Research and Development (R&D) Station at CSU Piat Campus.
The agreement, signed by PCC Executive Director Dr. Liza G. Battad and CSU Officer-in-Charge President Dr. Arthur G. IbaƱez, is anchored on the mandates of Republic Act No. 7307 and Republic Act No. 12308, which position PCC as the livestock R&D arm of the Department of Agriculture and designate CSU as a host institution for one of its R&D stations.
Under the MOA, PCC will maintain its Center Research and Production Facility at Piat Campus, while CSU will extend institutional support through land use, facilities, academic integration, research collaboration, extension initiatives, and production-related programs. Joint efforts will focus on carabao development, dairy enterprise, biotechnology, animal health, and forage systems.
Valid for 25 years, the partnership supports national goals of enhancing livestock productivity, strengthening farmer livelihoods, and advancing food security through sustained research and innovation.
