TUGUEGARAO CITY, Cagayan — Cagayan State University (CSU), in partnership with the Philippine Army’s 5th Infantry Division, successfully hosted the National Service Training Program–Reserve Officers’ Training Corps (NSTP–ROTC) Summit 2026 on June 9 at the CSU Andrews Convention Center.

The summit gathered NSTP coordinators, ROTC commandants, faculty members, students, cadets, and representatives from higher education institutions across Cagayan Valley to discuss the implementation of Republic Act No. 9163 and strengthen collaboration among institutions in promoting leadership, patriotism, disaster preparedness, and civic engagement among the youth.

The event opened with a silent drill exhibition by the ROTC Unit of the University of Saint Louis Tuguegarao, showcasing discipline, precision, teamwork, and commitment—qualities that the NSTP seeks to instill among students.

Welcoming the participants, CSU Andrews Campus Executive Officer Terence Alfred Roberto A. Tejada encouraged attendees to maximize the opportunity to learn, collaborate, and build connections.

“I hope that when this summit concludes, each of us will leave with new knowledge, stronger connections, and a renewed commitment to serving our communities and our country,” CEO Tejada said.

The summit featured a series of symposiums on the NSTP Law, ROTC implementation, Literacy Training Service (LTS), Civic Welfare Training Service (CWTS), operationalization of the National Service Reserve Corps (NSRC), disaster risk reduction and management, local disaster response systems, and ethical leadership. Discussions were delivered by officials from the Philippine Army, disaster management practitioners, and NSTP implementers.

In his message, CSU Officer-in-Charge President Dr. Arthur G. Ibañez stressed the significance of the summit as a venue for sharing best practices and strengthening NSTP implementation in the region.

“Our main intention is to increase the number of those taking ROTC and to proportionately distribute also to Civic Welfare Training Service and Literacy Training Service. That's our main goal today,” Dr. Ibañez said.

The activity also featured the presentation of the RAATI CY 2025–2026 results, recognizing the readiness, performance, and accomplishments of ROTC units based on the Regional Annual Administrative and Tactical Inspection.

The summit was graced by Major General Gulliver L. Señires, Commander of the Philippine Army’s 5th Infantry Division, whose presence underscored the enduring partnership between the military and educational institutions in developing patriotic, disciplined, and community-oriented citizens.

Through initiatives such as the NSTP–ROTC Summit 2026, CSU continues to strengthen its role in developing future leaders committed to service, citizenship, and nation-building.
