On behalf of Cagayan State University President Arthur G. Ibañez, Vice President Theresa B. Dimalanta, Vice Chair of the University Performance Management Team (UPMT), participated in the Orientation on the 2024 Performance-Based Bonus (PBB) Performance Results.

The session was conducted via Zoom and organized by the Commission on Higher Education (CHED).

Accompanying Vice President Dimalanta were members of the PBB Team, created by President Ibañez, who were briefed on the performance results reflecting the achievement of Congress-approved targets across four areas: higher education, advanced education, research, and extension services. The accomplished performance outputs and outcomes, which were made as targets of Cagayan State University published in the General Appropriations Act (GAA), shall be submitted to CHED for validation.

During the orientation, participants reviewed submission procedures, the use of summary sheet templates, and the validation process.

The session was organized following the issuance of the Guidelines on the Grant of PBB 2024 by the EO 61 Technical Working Group.

Based on the guidelines, performance results is one of the eligibility criteria for PBB 2024, carrying a maximum of 25 points. The other criteria include process results (25 points), financial results (25 points), and client/customer satisfaction results (25 points).

To qualify for the bonus, government agencies like Cagayan State University must earn at least 70 points overall and comply with agency accountabilities such as maintaining a transparency seal, submitting statements of assets and liabilities, and implementing harmonized client satisfaction measurements.

The deadline for document submission and compliance is set on July 28, 2026, after which CHED and other assessing agencies will conduct validation.

If Cagayan State University qualifies for the grant, employees will receive a bonus proportionate to the university's overall performance score. The maximum PBB rate for qualified government employees can be up to 65% of their monthly basic salary.
