Cagayan State University, led by Officer-in-Charge President Dr. Arthur G. Ibañez, together with members of the Board of Regents, university officials, campus executive officers, planning officers, and technical advisers, convened for the Mid-Year Performance Review and Strategic Planning Workshop in Baguio City on August 5–8, 2026.

The four-day strategic planning activity commenced with a comprehensive review of the university's accomplishments for the first half of 2026. Presentations included the Cagayan State University Leveling Year One and Ways Forward by Dr. Florentina S. Dumlao, the January–June 2026 Physical Performance Report by Dr. Ian Roger M. Francisco, and the Financial Performance Report by Mr. Alvin U. Alisasis.

The activity serves as a venue for assessing institutional performance, aligning strategic priorities, and charting the university's direction toward achieving its goals for the remainder of the year.
